Anyone know where to request records on a pilot who received the Silver Star in WWII. I am looking for the records on the circumstances on why he received the award? Are these records that can even be requested?

Yes.
Major awards such as a Silver Star are normally part of a service members permanent record. Just request a copy of the person's military service record from the VA archives. It should be included with it. 
Records with a discharge date of 1951 or prior are archival and are open to the public
